The Hungarian Telecottage Movement began as a grass-roots initiative in the early 1990s; the first operating Telecottage was founded in 1994. The movement began as a desire to build links between the local community, the NGOs, the government and businesses. It is supported by the Hungarian Telecottage Association that acts as a bridge between local communities, the government and outside funders. A telecottage is defined as ‘a unique infrastructure-intelligence base serving the local community with modern communication technology, office equipment with computational and educational technology, community space, organizational capability and capacity and accessible expert knowledge, know-how and information.
